Ken Burke  ​

Ken currently serves as the Clerk of the Circuit Court and Comptroller for Pinellas County, positions he has held since 2004. As an elected Constitutional Officer, Ken serves as the Clerk of the Circuit and County Courts, recorder of deeds, county auditor, and clerk and accountant to the Board of County Commissioners. Since 2004, he has effectively managed all courthouse records, a local budget of approximately $43 million, and about 550 employees. Ken received a Bachelor of Science in Accounting from the University of South Florida. He is a Certified Public Accountant (CPA).

Ken currently serves on the Special Presidential Committee on Technology/Office Tools & Resources for the Florida Bar. He has previously served on the Board of Trustees of St. Petersburg College, as Chair for the Association of Community Colleges Board of Directors, and as President for the Florida County Clerks and Comptrollers Association. Ken is a foundational member of the FLCLASS Board of Trustees, having served since inception in 2015, and currently serves as Chairman.

Cindy Valentine

Cindy is the Assistant Tax Collector for Orange County Tax Collector’s Office where she is responsible for the daily operations of nine locations open to the public as well as the finance and technology divisions. Her career in public service spans 26 years with 15 of those years at the Tax Collector’s Office and holding previous positions with the Orange County Clerk of Courts and the Florida Department of Corrections. Cindy earned both a Bachelor of Science in Accounting and a Master of Business Administration from Orlando College. She earned the designation of Certified Government Finance Officer and is a Certified Florida Collectors Assistant.

Cindy works with the American Cancer Society where she serves as a community lead for Relay for Life, the American Heart Association, The Ronald McDonald House, Second Harvest Food Bank, and Habitat for Humanity. She is a foundational member of the FLCLASS Board of Trustees, having served since inception in 2015.

Jim Cooke 

Jim was appointed City Treasurer-Clerk for the City of Tallahassee in 2012 by the Tallahassee County Commission. In his role, he is responsible for a $600k operating portfolio, $1.6 billion in pension assets, and a debt program of approximately $2 billion. He is also responsible for the collection of all revenues, administration of the city’s retirement program, and all clerk functions for the city. Jim previously spent 10 years as the city’s Deputy Treasurer-Clerk and spent the first 15 years of his career as a CPA with Price Waterhouse and local firms in Atlanta and Tallahassee. Jim received both a Bachelor of Science in Accounting and a Master of Accounting from Florida State University.

Jim is an active member of a number of organizations including the Florida Government Finance Officers’ Association where he served as Legislative Committee Chair, the First Baptist Church of Tallahassee where he chaired the Building Committee and the Deacons, and the Seminoles Boosters Investment Committee. He has been a member of the FLCLASS Board of Trustees since 2016.

 

Dario Guerra 

Dario currently serves as the Executive Director of Treasury for Miami-Dade County Schools, a position he has held since 2013. As a seasoned treasury professional, Dario oversees the daily cash flows of a $5 billion budget as well as the investments of a $2 billion portfolio. He revamped the district’s investment policy to receive industry certification and expand investment options with minimal additional risk. He received a Bachelor of Arts from Florida State University and a Master of Business Administration from the University of Florida.

Dario credits his solid treasury foundation and extensive knowledge of treasury concepts to the diverse transactions involved in at Royal Caribbean Cruise Line, where he began his treasury career. He has been a member of the FLCLASS Board of Trustees since 2021.

 

Karen Rushing

Karen currently serves as the Clerk of the Circuit Court and County Comptroller for Sarasota County, an elected position she has held since 1987. Karen has many years of court financial management experience with financial responsibilities that include accounting for a budget of roughly a billion dollars. She received a Bachelor of Arts in Social and Behavioral Science from the University of South Florida and a Master of Business Administration from Nova University. First appointed by the Florida Supreme Court in 2010, Karen serves on the commission that addresses statewide standardization of court-related technology.

Karen has served on numerous leadership committees including as Association President and Chair of the Strategic Planning and Legislative taskforces. She currently serves as the Statewide Strategic Technology Chair for the Florida Court Clerk and Comptrollers Association. Karen has been a member of the FCLASS Board of Trustees since 2021.

Louis Boglioli, III

Louis currently serves as the Financial Services Director for the City of Stuart; he has been with the City of Stuart for nearly 30 years and additionally serves as a voting board member, representing the City on their local risk management pool. Louis is a frequent speaker for the Florida Government Finance Officials Association (FGFOA), local FGFOA chapters, the Florida Institute of CPAs, and the GFOA at their national convention. Louis received a Bachelor of Business Administration from Loyola University of the South and is a Florida Certified Government Finance Officer.

Louis has served on several advisory boards and selection committees for auditing and investment services. As a member of the FGFOA, he served as the initial Chairman of the School of Government Finance, as the Chairman of the Technology Committee, and as a member of the Ad-Hoc Committee that first created the FGFOA website. He is the author of a case study and numerous articles in the annual technology issue of the Government Finance Review. Louis has been a member of the FLCLASS Board of Trustees since 2021.
